The conference provides an avenue to examine and reflect on the vision and directions for Education as articulated in the new global initiative called Sustainable Development Goals 2030, a sequel to MDG and EFA 2015. The fourth goal states “Ensure inclusive and equitable quality education and promote life-long learning opportunities for all.”
How does the SDG 2030 – Goal 4 resonate with the existing MTBMLE theories, practices, policies and advocacies? What can we learn as we look back on various MTBMLE cases in the recent years? What are foundational practices, promising initiatives, organizational arrangements, and other gains that should be captured to inform processes in classrooms and communities? The Conference will address these questions through plenary and parallel paper presentations, forums, teaching demonstration, exhibit of posters and MBMLE materials in various languages.

This conference is especially helpful to teachers, school administrators, instructional materials writers, representatives from colleges and universities with programs in teacher education, language and social sciences, local government unit (tourism, local library, education), publishers and other interested parties
Instructional materials writers will have the chance to participate in an exploratory meeting with national and local book publishers and printers to consider possible cost effective means to publish instructional materials especially for small language groups or large language group with several dialects.
The
venue of the conference is Waterfront-Manila Pavilion Hotel located at Maria Orosa Street (Corner United Nation Ave), Ermita, 1000, Metro Manila.

Updated List of Key Plenary Speakers and Workshop Facilitators:
Rep. Magtanggol Gunigundo: House Representative of District 2, Valenzuela City, Metro Manila. In the 15th CONGRESS, he was appointed as the Deputy Majority Floor Leader. He was the first lawmaker to propose a bill on Mother Tongue Based Multilingual Education (MTBMLE). He co-authored the new K-12 Law (RA 10533) which includes MTBMLE as one of its major components.
Dr. Dina Ocampo - The Undersecretary for Programs and Projects of the Department of Education (Philippines). She is overseeing the implementation of MTB-MLE and K-12 in all 46,000 schools all over the Philippines. She is the former Dean of the College of Education, University of the Philippines. Her paper The Philippine Roadmap to Multiliteracy helped inspired the first MTB-MLE Policy in the Philippines
Kimmo Kosonen, PhD: Consultant for multilingual education with SIL International. He holds a PhD in Education from University of Joensuu, Finland, with a specialization on basic education in low-income countries. He has conducted research in Southeast and South Asia, as well as taught in universities in Thailand and Finland. Dr Kosonen is also consulted by agencies such as SEAMEO, UNESCO and UNICEF on language-in-education issues. His publications include articles, book chapters and monographs on multilingual and non-formal education in low-income countries, language planning, language policy, and minority language development.
Dr. Min Bista - Chief of Quality Inclusive Education of UNESCO Bangkok
Kyungah Kristy Bang, M.A. The project officer for multilingual education at UNESCO in Bangkok and the coordinator of the Asia Multilingual Education Working Group, a consortium of UN agencies, inter-governmental organizations, academics advocating on behalf of ethnolinguistic communities through multilingual education initiatives and related policy advocacy throughout Asia-Pacific. She has a graduate degree in Master of Social Science in International Studies focusing on International Development and Human Rights from the National University of Singapore, Singapore and obtained Honours Bachelor of Arts in International Relations Specialist Program from the University of Toronto, Toronto, Canada
Ellen Joyce Errington, M.A. She has a degree in M.A., Adult Education from the University of Toronto and a BS degree in Elementary Education from Northwestern College, Orange City, Iowa. She is a Certified Senior Literacy and Education Consultant, SIL International starting in 2015 and the Literacy and Education Coordinator for SIL Asia from 2008 to the present. She worked as the Program Manager for OneBook, Canada and taught Linguistics in higher education institutions in Canada and the Philippines. Se worked as a Field researcher, translator, and community development worker for the Cotabato (Dulangan) Manobo language group
Aurelio S. Agcaoili, PhD. He is the Associate Professor & Coordinator University of Hawaii at Manoa Ilokano Language, Culture, and Literature Program. He obtained Doctor of Philosophy from the University of the Philippines. He has been an associate of the Institute of Creative Writing, University of the Philippines, VP and Secretary General of an Ilokano writers group, GUMIL Filipinas. He is also one of the founders of Nakem International, Nakem-Philippines, KAGURO and 170+Talaytayan MLE. He specializes on Ilokano and Amianan studies and has published several books and dictionaries. He has also been invited by teachers groups to conduct training on language analysis and mother tongue education.
Safary Wa-Mbaleka, EdD, PhD. He is an Associate Professor of the Graduate
School Adventist International Institute of Advanced Studies, Silang,
Philippines. He teaches education and TESOL courses at both the doctoral and
master’s levels togetherwith qualitative research methods, research methods,
e-learning, and education courses. He completed his EdD, Curriculum and
Instruction in 2006 with specialization in Applied Linguistics from Northern
Arizona University, Flagstaff, AZ. In 2013, he completed PhD, Online Education at Capella University,
Minneapolis, MN, USA
Elizabeth Calinawagan, PhD. She is the current dean of the College of Arts and Communication (CAC) of the University of the Philippines Baguio (UPB). She completed PhD in Linguistics from the University of the Philippines. She is one of the board of directors of Nakem-Philippines. She served as the head of the Cordillera Study Center at UP Baguio and the chairperson of the Panagbenga Cultural Society of Baguio City. She is currently conducting a UP-CID funded research on mother tongue based multilingual education.
Romylyn A. Metila, PhD She is an assistant professor at the Language Education Area of the College of Education, University of the Philippines-Diliman. Romylyn finished her undergraduate degree (BSED-English) at the UP College of Education, magna cum laude and earned her master’s and doctoral degree from the same institution. She is currently involved in the research project Understanding Best Practices in MTB-MLE in the Philippines under Assessment, Curriculum and Technology Research Centre, a partnership between the University of Melbourne and the University of the Philippines.
Paraluman Giron, PhD. She is a member of the Board for Professional Teachers, Philippine Regulatory Commission. She served with the Department of Education in various capacities, taking the role of Regional Director of Region 4-A and Chair of the Curriculum Development Committee of the new K-12 Curriculum. She completed various training in the Philippines and abroad, particularly in Applied Linguistics at SEAMEO-RELC, Singapore. She is one of the founders of 170+ Talaytayan MLE and advocated for the institutionalization of MTBMLE
